I am debating getting an ATO setup on my Fluval Evo 13.5 all setup. Where would the recommended location for the probe and the fill tube be? Maybe in chamber 3 where the return is as I see that one get low first?

yes, +1 for chamber 3. I am a biocube user, and my setup is exactly same.

If you do weekly water changes, is an ATO really necessary?
yes. Unless you do manual top off every day, your salinity will swing significantly. Ambient temperature & humidity is a factor, but I think its almost a necessity.

I'm losing hardly any water between weekly water changes to evaporation etc so I rarely need to top off. I check my salinity every couple days and it's always consistent (between 1.025 - 1.027).

The ATO was the best investment I have made for my tank. I have a 5 gallon res so I fill it up about every other week. I was topping off the tank almost twice a day.

I put everything in the 3rd chamber.
