you have a perfect reef invasion to test the bacterial rip clean method in the budding post here in the forum

if you would: post a full tank shot in that thread, begin the method, we track its outcome in your updated tank shots.

No need to tear up your tank. It appears to be a green hair algae outbreak and gas bubbles likely displaying that luminescence you describe. Pull off as much as you can by hand and with a pipette, you can squirt some some 3% hydrogen peroxide at the base of the algae. Then reduce white light intensity and number of hours of white lighting and add some snails such as :
Astrea
cerith
turbo grazer
trochus
Nassarius

A Pencil urchin

8-10 Caribbean blue leg hermits

Are you using RODI water or tap water from the faucet ?
What is your phosphate level?
Is tank at or near a window?
