Majestic angel swimming with jerky movements

Hello, I dipped a 4" Majestic for 5min in aerated, ph and temp. adjusted RO/DI water upon arrival before putting it into the quarenteen tank. It is acting strange ( IMO). It is not jerking its head. It is barely swimming and when it moves it does so with a jerky motion. Not a smooth swim. More like a move to change direction quickly. Its skin is somehow slightly burnt on its forehead following the dip. Any ideas of what is going on here?
It doesn't seem to be in dying mode, but us definitely not in good shape :(

This is quite difficult to describe so bare with me.
Is the fish holding station in the water (not resting on the bottom) and then drifting back half inch or so like in a current then jerking forward to hold station again.

Yes. It is like it is falling in and out of consciousness. It was fine at the LFS before the dip. Hence, I do not believe it is a disease issue. But possibly a bad reaction to FW dip. I'm disappointed that his issue may have been caused by me. Eventhough I followed the recommended procedure. I am wondering if angels or other fish may be extra sensitive to this method?

*He will cease to swim for a few seconds fall a bit, and "wake up" to reposition himself. Constantly, not normal swimming about. I've kept reefs for 30 years. The only time I ever saw such a behavior was when I was a dumb 14 year old and put a Tibicen angel in a cycling tank with 4ppm nitrite. That fish died hours later tho. This tank is an old well kept system and I'm on day 3 with this majestic.

If the picture you provided is current, it looks like it's definitely has something, just can't see clearly.

What medications do you have?
