Mars Aqua fan really noisy!

I have a pair of Mars Aqua LED lights for over a year. Now the fans (I assume) is making a really loud noise! An irritating grinding him (like a pump struggling to pump without water) Sometimes I can turn the lights on and off and it'll stop, but always come back.

Any ideas how I can stop it from being so noisy? I am not electrically inclined at all, you'll have to explain for a dummy like me. Please and thank you
