a few weeks ago I got a small maxima clam (about 1.5").

I placed it on a small rock at the bottom of the tank. The rock's cupped a bit. It's not too close to the duncans I have.

It stayed in place for about a week, then I saw it turning around, but staying on the rock. a week later it moved to the other end of the rock. Yesterday it's on the sandbed. Facing up, so I am sure it didn't fall. I saw the foot moving around. Dartfish lives under the rock not too far, but I rarely see sand on the clam.

It's open as it should, color looks great and healthy.

Should I move it closer to the top? Let it wander and find its own place?

I have 4-bulb T5s supplemented with an S-Bar. The flow is moderate.

Best to let it find it's own spot. Picking it up and moving it around runs the risk of tearing the foot or stressing the clam out.

When I first got mine I'd place it on flat rock and the next day it would be on the sand. I would move it back and the next day on the sand again. I got the hint by the third day and left it alone and it's been in the same place since then and happy.
