I would have the mouth straight up. Is it resting on just sand, i.e., there are no shells, rocks, or other chunky debris under the coral? Many times they won't inflate because chunky stuff on the sand surface irritates them.

I have the same problem with the depth of my sand bed. I make a sand hill and shove the skeleton into it.
