i have it in low flow not too much light , It just wont poof up when the tenticals come out i give it some mysids and it will get alittle bigger but you can still see the skeleton on the flesh
one other thing i am not sure on how i am to place this guy is its mouth supposed to be straight up or can i lay the skeleton on its side?
lighting is

calcium a little low 380 < got reactor coming today>
alk 9.6
sal 1.024

I would have the mouth straight up. Is it resting on just sand, i.e., there are no shells, rocks, or other chunky debris under the coral? Many times they won't inflate because chunky stuff on the sand surface irritates them.

ahh ok will do that only problem is his skeleton is alot bigger than my sand is deep maybe i can make him a hill to sit in

I have the same problem with the depth of my sand bed. I make a sand hill and shove the skeleton into it.
