MH Dimmable Ballast Question

Hey guys, quick question for everyone Im getting new lights next week and they'll be coming with 400w electronic digital ballasts. If i drop the ballast down to 200 or 300 watt will that lower the amount of light the bulb is putting out? I wanted to get 250w ballasts but they didnt have any available.
