Missing High Fin Goby

Since moving everything over to the new tank a couple of months ago, the HFG was really scared. He would only peek out to eat and dart back under his rock. A couple weeks ago, I added a tail spot blenny. Since then, I have not seen the HFG since. I have not moved 'his' rock to look under it, guess I should do that but a bit nervous to move it.

Do you think it is normal still after this amount of time for him to still be hiding?
