I have the option of getting a 24 inch fluval marine and reef l.e.d. for pretty cheap however the only thing really holding me back is not being able to have it on a timer to switch from daylight to moon light. Has anyone had any luck with moding something like this or would I be better off just waiting another month or so till I can get something a little more suitable.

I haven't tried it but it would be very easy to do. It probably won't look pretty though. If I were you I would wait and buy a high quality light, the Fluvals are a good beginner light, but there are other options that can be explored that offer a plethora of features.
