Moray eel with Dwarf lion fish and Frog fish

Hi everyone. I was having a discussion with a relative about when I set up a 40g fish tank what to put in it. I Planned on putting a Zebra Dwarf lion fish and a Frog fish in it, but it was suggested that I put a Moray eel in with them. My question is could you keep a Moray eel with those two fish? or what type of Moray could you keep with them?
 
what the heck is the owner doing wrong is my question. Like thats not normal for eels to eat lions, must have been starving honestly. Dangerous too for the eel if it got stung by the lions
I've yet to see an allergic reaction in eels, even if there is, i believe that they can build immunity to it, as I've said previously, it's a common method being used in the ocean to decline the population of lionfish. Indeed it's not common, but that was only until the population rose to extreme numbers.
