there may be phosphates bound up in your rock that will slow your progress, basically you have to get rid of the existing algae+phosphates in water+phosphates in rock/substrate before the numbers really decline.

Is there any other creature I could try to eat the algae?

When the algae is all gone, the mangroves should eat up all the phosphates and nitrates that are being released

Edit- I’ll try to get a lawnmower blenny today I think

any other fish or invert?
Kinda open to a lot of stuff that gets big for a 40 since I have a 90 about ready
