Need advice. About bacteria bloom please

Ok I had some cyano going on. So I siphoned a lot of substrate and cyano itself off of some rocks. After this my Uv bulb died and day later a bacteria bloom. Today I bought a bottle of fritz zyme 9 and a new uv bulb. Should I just turn the uv on again? Or turn that abs the skimmer off and add the bottled bacteria ? Or is this too much bacteria without enough oxygen in the water??

Too many questions:)
I’d start with the UV and give that a day-week to operate before doing more changes.

Ok I don’t usually have an issue. Nitrates were 2 and pho’s was .1 at the time I installed the new uv bulb
