Need advice on flameback angel

So I have a Flameback Angel and I am concerned that he is potentially a coral eater. I watch him float over zoas and sps and just kind of nip. However, he does this over everything in the tank. I've noticed it causes my polyps to retract but it doesn't look like he is actually eating them. Is this a sign of a coral eater? or is this just normal Angel behavior that is not indicative of a problem Angel

I have an African flameback angel he picks at corals also, you will known if it eats a coral I had a flame angel eat a whole acan colony. I notice more picking at corals if i dont put a little nori in the tank for the fish to munch on
