Need high head but slow enough flow for chiller

Hi,

I know this is a little backwards but my room with tank is above my garage. The water chiller has a max flow of 900 litres (200 gallons) a hour but need a decent head (3m) to pump the water down to the chiller then back up to the room if using a submersible.

Is a submersible still an ok option or would it be better to have an inline pump downstairs after the chiller so it’s sucking the water down and pumping up or does it not matter?

I’m no expect in fluid dynamics! But if I get a pump with a decent head but the flow is to high can I restrict the flow with a ball valve while still keeping the same head?

I’m not sure what you have but a “closed loop” with a pump in line with the chiller that is connected to the tank would not have the head pressure of the lift if the pipe run to and from the tank is closed.
