Neutralizer

Anyone knows what is a good household neutralizer for used 55 gallon drums. I have one that held auto wash detergent and I've rinsed it out about 10 times and soaked with 2 cups of diluted vinegar. I want to store ocean water for my tank.

The best thing is just to soak it in water for a while and rinse it out. DI water would be the best since it would bind with the detergent better.
