New 10 gallon

I’m started a 10gallon nano I have a 4 year established tank already how long does the dry rock have to sit in the sump before I can put it in my cube so I don’t need to cycle my 10g, and I can also add a couple bio balls that’s been in there for 4 years

By all means, add your inoculated rock & bioballs and feed your cycle. No matter what, any new setup needs cycling. And nitrogen fixation bacteria is only one cycle.
