The bottom line -

1. If a fish is on the bottom of the tank breathing heavily - act quickly. it's unlikely to survive.
2. Really sorry about the fish.

You post the tank is new.
Is that “new” or “new” but cycled, the former could be ammonia poisoning and the temp not great for keeping oxygen levels, if you have no inverts, drop your salinity to say 1.020-1.023.
