I bought a new drosera clam for my parents 30 gallons. All parameters are in the normal range. He keeps just falling over. He is placed on the sand under lower light as recommended.

Why force it in a spot it does not like? If it doesnt like it then it will most likely die.
Most of the time theyre only trying to face the flow better. Hes probably falling over trying to turn, a cradle would still allow him to turn without falling. To the op...make sure the flow is hitting his inhalent (large slit) siphon first and going up and over the mantle to the exhalent siphon( chimney) with the mouth a little lower.
