like the others said you can certainly keep a mantis shrimp without a skimmer, but like HTfish said they are messy eaters and will need frequent water changes to substitute for a skimmer, but depending on the species of mantis shrimp and if its a smaller type like Neogonodactylus Wennerae it may not produce as much waste making your life easier, depending on your tanks size you can also try some macro algae for nutrient control
