For a RSR 170 (about 45 gallon system?), you will want to turn the tank over through the sump about 5x per hour, give or take. So about 2-300 gph for the return pump after total dynamic head losses. Tunze makes arguably the best stuff, but that seems a little weak. I would probably go with an Eheim 1200, or a 1270 and valve it down. Lots and lots of options for return pumps, and there are choices for: AC or DC, internal or external, price, etc. 100 bucks is pretty tough, but the Eheim 1200 is close. There are cheap China pumps that people seem to like.

I haven't used those, but people seem to like them. The size should be about right, and you can valve it down if it's too much flow.
