New Tank Nitrates at 75 ppm

Hello! New to reefing here and trying to get my quarantine tank ready for fish but I cant seem to get my Nitrates down!

Been running for about a week now; used fishless fuel as my ammonia source and twice the recommended dose of Turbo start on Day 1; after temp and salinity were achieved.

24 hours later:
Nitrate= 0 ppm
Ammonia= 1.5
Phosphate= 0.5
pH: 9

Day 3:
Nitrate= 75 ppm

Day 4:
Ammonia= 0.5
Nitrate= 75 ppm still so I added more Turbo Start

Day 5:
Ammonia= >0.15
Nitrates still at 75 ppm

Im wondering what is the best way to get my Nitrates down and stable??
Big water change?
Then as soon as Ammonia is at zero and Nitrates are down I can add fish??
