Don't you think the OPs scrubber is growing cyano, or something?
Sounds like it. And reducing light could help, or the scrubber should be completely cleaned out to look brand new and restart the process of growing actual algae.

I have been scrubbing it with a toothbrush at every cleaning. I’m not sure how I would get it cleaner short of bleaching it.

I’ve had some small patches of similar dark purple slime on my sand. I’ve been controlling that with targeting vacuuming and increased flow.

If it’s cyano, how do I combat that?

Reduce lighting, reduce nutrients, increase flow

Or

Chemiclean - works great

I had a good experience with chemi clean.

For Cyano: higher flow, more skimming, siphon them out during water changes, use activated carbon, dose coral snow etc.

Try that.
