Nitrate in RO/DI Water

I have been trying to remove nitrate out of my tank for a while now. It consistently reads 100 ppm+ according to both my Salifert test and API test (no livestock yet) after cycling. I know one of the best ways to remove nitrate is by water changes, but my RODI water from my filter reads around 50ppm nitrate. Isn't it supposed to be removing that? I have the BRS 6 stage with two DI resins, so am I missing something? I know my city water is of very poor quality. I also just recently got some dragon's breath macroalgae from my LFS for free to help me get some nitrate out of my system, so we will see how that goes. Is it worth using some nitrate removing conditioner products?
