Is this a normal look for a scopas tang? The dark spots in the front.

Might be a hybrid, just watch the colors. If it always looks like that then you definitely scored. Based on fins it looks like some aggression going on.

No I was in Petco getting food for my dog and strolled over to tank’s and saw the tang. They wanted 30 bucks for him

Looks like some of the aberrant colour change that scopas get. It's not a fixed pigment change and they can alter throughout their lives, even going back to normal.
