Hello , can anyone give me some insight on this guy . he shrunk and has been this way for a few months. I would like to see him expand.

What type of coral is it?
 
That’s a Kenya tree. Mine was like that the first 2 weeks and was a 3” nub. Once it opened it was about 8”. What are your params and what light do you have?
 
What lighting type are you using?
There looks to be quite a bit of detritus and algae growth on your rock, have you considered adding to the cuc. Blowing off the rock work checking nitrates, phosphates and routine sw chemistry.

I have been working on getting system cleaned up Its a 180 gallon in wall
 
Well, your N03 is low. Softy's need some No3. P04 being high, how much do you feed and how often?
 
It’s possible it’s getting too much light, I would try shading it or moving to lowest light in tank
