Octospawn Question

Hello, had a question on my octospawn some heads havent really been extending mostly the lower ones. Im thinking it possibly could be maybe that lighting dont reach the lower part or maybe flow? What do you guys think?

Looks like there is definitely an issue. All of the heads seem to be unhappy. First and foremost; water parameters? What do you have for flow/light?

The rock where the spawn is on looks so white and fresh, hope this tank is running for a while and not going through some maturity process.
Tell us more as @Supurderek already mentioned.
A FTS can help as well to have a over all idea.
