Never had much luck with torches when I started out and I believe it’s because of how many times I changed lighting, does anyone have experience with popbloom rl90s and would two be sufficient for a 60 gallon cube wanting to have mainly torches

I’m pretty sure any okay reef aquarium light including the PopBloom can grow torches as long as your tank has decent stability. Purchase torches from a supplier who sells mostly aquaculture torches and that increases the chances of success. Those sellers tend to have higher pricing than the chop shops but it is worth it if you aren’t having success with wild or marine cultured.
