Could be an encrusting sponge, what does it feel like? Does it come off easily? What does it look like underwater?

It's soft and slimy and has no color under blue lights
That stuff needs to go! I have been fighting it for years. It is photosynthetic. Get. 50/50 peroxide and tank water. Tooth brush it off with the mix. Try not to hurt the zoas. Get off every spec you can. No, i don't know what it is. It could be a type of sponge
