A paper coffee filter works if you are in a pinch, but a permanent coffee filter like this one might be better.
However, if you plan to breed more batches of clownfish, I would suggest investing in a strainer meant for straining out rotifers and pod nauplii l like Reed Mariculture's zooplankton harvest sieve

Ingenious thought but be careful what you use as saltwater reacts with most everything

I used paper coffee filters and plankton nets in the 80s to strain rotifers, simply because I couldn't find a proper strainer (no internet back then!). They definitely work.
I was thrilled when I discovered at a local home goods store the permanent coffee filters which were the closest to a proper strainer I could find for decades.
But these days you can do better and get a purpose-built rotifer strainer.
