Paralyzed Tailspot Blenny?

Hello,
Recently my tailspot blenny has been exhibiting concerning behavior. Symtoms are as follows,
1) Stays in one spot with little to no movement, even being moved by the current.
2) No appetite
3)half of his body is paler in color

History

currently the tank the blenny is being housed in is undergoing hyposalinity for an ick outbreak, this is the second week and the blenny has had these symptoms for about 8 days. It got into a turf war with the royal gramma ( the blenny is larger than the gramma) and the gramma won. I dont know if this is some sort of injury. I thought it wass dead this morning but when I got back from work he was back in his spot laid over breathing. Basically there is no indication of life in this fish other than gill movement. It hasnt eaten in a week yet it persists. Any idea as to the cause?

These images are very fuzzy. Can you provide video of at least 20 seconds under brighter white light intensity?
Is fish breathing normal or shallow.
These fish typically do not do well in hyposalinity as its not for all fish

Videos wont post on here for some reason. The breathing is varied , sometimes shallow sometimes not. Should I remove the fish?

water change and add air stone to start with. Try you tube version video which is the easiest format to post on here
