PB, Cleaner & Cleaner - what is going on?

I have the WEIRDEST tank. I bought a CLEANER Goby, which was obviously purchased to help keep the fish in good shape. It for some odd reason it lives on my heater and doesn't move. Does anyone have a cleaner shrimp living in the same cave as their Tang? Like a weird relationship where the Tang feeds the cleaner in its cave to keep it there?
