Phosban 550 reactor help

I have the 2 little fish phosban reactor with carbon in it but can anyone tell me if this is the way the carbon is suppose to be moving around all over? I knw when you have tht other stuff in it it only tumbles, but the carbon is al the way to the top. Just want to make sure before i put it in my sump. Ill try n put a video clip if i can figure it out :/

But the bottom portion of the carbon doesn't move. Should i take carbon out or should i adjust something. I couldnt figure out how to put a video!

Some carbon will float initially. It will settle when it is saturated. Just make sure the carbon doesn't tumble, the foam filter is on top and make sure you rinse the carbon via flowing the waste into a seperate container until clear. Once clear. Roll with it.
