how high off the water line should reefbreeders photon 24 be mounted . I have a Mr. Aqua 12 gallon long, the depth of the tank is only 9". Right now it"s about 9 " off the surface

Play with it. Set to to where you get the beast possible edge to edge coverage. It'll look better you'll have less shading problems as the light will bounce around more and your corals will be happier.
