Let's try this:
Code:
sudo rm /var/lib/dpkg/lock
sudo apt-get clean
sudo apt-get -f install

Ignore the caps my phone insists, see what that gets us and we can go from there. I will be back in 45..

sudo apt-get -f install

It seems now to to be doing something.

it is done with that. I am guessing I need to run the one line update you had posted earlier?

pi@raspberrypi:~ $ uname -a
Linux raspberrypi 4.14.62-v7+ #1134 SMP Tue Aug 14 17:10:10 BST 2018 armv7l GNU/Linux

ok same kernel, so lets try upgrading again, I'd like to just do the kernel first before everything else...
Code:
sudo apt-get install raspberrypi-bootloader raspberrypi-kernel

lets see if we can get that upgraded first before we mess with the rest...

Ok sweet, that should be a stable kernel, mine has been up for about 30 days. Lets do the three commands and see if we can get them to complete:
Code:
sudo apt-get update
sudo apt-get upgrade
sudo apt-get dist-upgrade

Cross fingers all of the dependency issues are resolved and it will update the rest of the packages.

What kind of SD card are you using? This really seems like your card and the rpi are not agreeing with each other. Lets see if we can get it cleaned up, try that last command again and see what it does.

-bash: /usr/bin/sudo: Input/output error

I have a samsung evo 32gb card.

I know they are supposed to be decent cards but I have had issues with them, I'm thinking your going to need to reboot and lets hope it comes back up. I would plan on getting a new card, then we need to image it or you can do a new install but if we can get this one working it should work to get you through.
