I have a 15 gallon sump with a 55 gallon DT. I run the water back to the display tank with a pump and send the water from the display tank to the sump with a siphon overflow box. It seems that over time my sump slowly drains and my display tank slowly rises over the course of a week. Should I be constantly changes the ball valve on my return pump? I'm not sure why it's happening

Is there a sponge like material before it drains down in to the sump in your siphon overflow box. As time goes by, these get clogged up and the amount of water allowed to flow down decreases. The return pump will pump water faster in to your display tank then it can drain.

Yes that's it exactly! Thank you so much can't tell you how relieved I am. I could not figure out what was going on! So jut remove the sponge from now on?

I'd clean the sponge frequently, I had a similar overflow and taking the sponge out makes it louder, plus I ended up with a snail in my drain pipe that was a PITA to get out. So I ordered another sponge so I could quickly swap them out to clean the dirty one.

As, human noted, just clean them regularly. The sponge probably works to prevent big things from plugging up the drainage hole which can really cause your tank to flood.
