It seems to get worse. Stopped eating. Keeps lying on the side with the spots. When I get the opportunity, I’ll post a second video of the spots.

That’s a serious issue - rapid breathing, skin lesions and not eating all point to a systemic internal infection. One of those is fish tuberculosis - common in long term captive fish, it unfortunately, isn’t treatable.
Water quality looks good, but 10 ppm dissolved oxygen is way above saturation, so that test is an error of some sort.
I really hope this isn’t the case. Everything I’m reading about fish tuberculosis is pretty alarming. From what I understand, it sounds like I may need to completely restart my tank?

This is the test chart I used. I can redo the test if needed, but I don’t think it will change the results much.
