it appears to be a young brittle starfish

Serpent star, not a bad guy. I have to say that I haven't ever seen one with that coloration before. Of course that could be due to lighting or the fact that it is still a juvenile.

"micro" brittle starfish. Very Beneficial! If it's a "baby" brittle starfish, which will grow into a much larger starfish, also beneficial UNLESS it's the "Green Brittle Starfish" which is a predator and will actually capture, kill and eat fish.

The color is as you see. It's taken under sunlight not aquarium light. Glad I didn't toss him out!! So we're sure it's a good thing? Safe to throw back?

Yes, Starfish are mainly detrivoures. I have 2 larger ones in my tank just for that reason
