I need to replumb a rubbermaid stock tank.

It currently has a bulkhead in it, but I want to make the hole a little larger and put a uniseal in it's place.

What advice can you give on how to cut the larger diameter hole where the existing smaller hole is?

Back the existing hole with a section of wood large enough to cover it with a bit of overhang, mark the center and using a holesaw with a drill bit guide drill out the additional material you're looking to remove.

You can also do this in reverse, cutting the hole in the wood and letting it act as the guide.
