Porcupine puffer issue

Hi all I am new to this and I'm looking for some advice and help. We have had a porcupine puffer for about 8 weeks now up until now he had been fine however the last 4/5 days he hasn't been him self he isn't really interested in eating and spent a lot of the time swimming low to the floor. We noticed that our tang (who had been with him all this time and occasionally pestered him) kept attacking him one day not just once or twice but over and over again to the point he puffed up about 5/6 times in less than an hour obviously not good for him at all so we ended up taking our tang back to the pet store as we feared she would kill him. We have also recently added a power head in the tank and some ocean rock, he is still not him self swimming low to the ground not eating, still quite jumpy he seems a little but more lively than the last couple or days. Not really sure what else we can do. Does anyone have any advice or has had a similar situation?
 
What are your water parameters? I am also wary that the new powerhead may be too powerful for him.
 
Sometimes puffers get depressed. It's weird. Mine does that every now and then. Maybe try a new type of food? They can swim in a lot of flow.
