Powder Blue for FOWLR system?

I have recently setup a 180 gallon FOWRL system (6x2x2 feet) with 4 feet sump. I only want to setup 2 skimmers (1 large and 1 small) with mechanical filteration. So no refuges or mainly no UV.

Can I keep a powerblue in FOWLR system with few tangs, banners, anthis, emporer etc.. withouting getting ich ? (starting off salinity at 1.018 and moving to about 1.022)
Last time When I start the system with few fish (started off with mainly banners, clowns, butterfly) I got ich or something similar from newly added butterfly i presume. It did not answer to any medication and wiped out all except my clowns. Even when I had hypo salinity (1.09) it would not go away. after about 3 week of hypo added a tang and it got covered in white spots to die.
So had to remove all fish and leave the tank off for 1.5 month before starting again. So i'm pretty scared to try again with something like a poweder blue who are prone to ich.

I think you answered your own question. But why would you not want to run UV? There are certain fish that are yes, prone to ich. Why would you not want to try to mitigate that as best as you can if you want to keep them.
Honest questions. Just trying to understand your rational.

Its at my office and the sump is not plumbed for it. Alsowe do not have good UV system I can setup at a reasonable price at Sri Lanka for a such large tank.

Do you guys who keep powder blue tangs long term all got UV systems ?
