Powder blue is attacking the brown

what should I do?

Is is a new addition?

If so... try the mirror trick. Tape a mirror to one panel of your tank and the aggressive fish will spend his time bothering his reflection.

You can also print a whole bunch of pictures of the other tang, cut them out and tape them all over the tank.

After a week or two, try releasing the other guy again.
 
Is it a powder blue? I see the blue hippo, but not seeing the powder blue. IMO it's going to be difficult to keep a powder blue and a powder brown together. How big is the tank?
