If have full open or close and in between it overflows just as fast. Like turning it makes no change.

If that's the case, then I would leave the valve valve "open", and restrict the air inlet until it stops overflowing.

You can use something like this:

Or really anything else will work - as long as it slows down the air being injected into the pump.
Eventually I think you'll find that it will settle down and you may not even need the restriction later.
But for now - less air = less foam/bubbles = not overflowing.

Well I have tried all the suggestions. Still just overflows. Today when testing was so fast and bad took out power. I hooked up this little skimmer I have it seems ok. So thinking not water itself. Lost what can do here.

Did you put a valve on the intake line and close it? the skimmer should stop making bubbles. Can you make it do that?

So took whole thing out. Triple checked it. Didn’t find anything. But took impeller out and put back in. Maybe something there but now it’s working much better. Got turned way down and no skim yet per say but not overflowing. Has a lot of micro bubbles which since was completely cleaned before got it I would expect till breaks in again.
