Questionable UV sterelizer

I have a turbo twist 12x that has been sitting in a box for over a yr and i thought about hooking it up. It turns on and the bulb lights but you can notice a faint burning smell while lit. I took it apart to inspect for any char marks but cannot find anything. Anyone have any ideas on how to check this thing over to see if it is not a shock hazard when i run water through it?

As far as I know it does not get submerged so shouldn't be a shock issue but you could try one of these.

Method 1

Hook it up to a five gallon bucket full of tank water. Just feed it with a maxijet in the bucket and have the return go back into the bucket.

Check voltage and current in bucket using multimeter. If you don't own a multimeter it's a good household tool to have and you can get one fairly cheap at any hardware store or even Walmart.

Method 2

You could also plug it in to a gfci, if it is having electrical issues it should trip the gfci. If you don't have a gfci outlet, get a gfci adapter from your local hardware store.
