Re-cycling tank after crash

I live in southeast Louisiana and lost my tank after hurricane Isaac. The tank was almost completely drained except for about a third of it.
The dead livestock was removed and the water was never completely drained after the crash. It has set since then and I have finally gotten around to getting it going again. Do I need to get all the water out or should I leave the water in it? As far as the liverock, do I need to do anything special to it. The tank is 120 w sump/fuge,skimmer & reactor which I'm wondering what is best to run in it? Thanks for any input.

The water and rock in it have to be quite funky by now. I would start over with new water. It will be as if you are beginning once again, but would be better in my opinion than trying to re-start. The rock situation depends on how much die off there will be. There are things on/in the rock that will add to the funk of the water. I would test for ammonia, nitrite then nitrate as if you are starting from new. I feel this will be the route that will cause the least amount of headache. Good luck with everything.
