Reef flow help

Help with flow in a FOWLR turning Reef: I've got a 900 gph pump & two 1375ea. gph powerheads for approx 48x turnover. I thought this was a good rate, but I'm getting dead spots and not much surface agitation. Powerheads are back right at the top, pointed down towards center back of tank and front left, pointed diagonally across top of rocks. Any suggestions would be appreciated!

I would try angling the one on the right up more. You may need to upgrade one of the power heads or add a third in the back center.
