Reef Mature Kit Question

So I am cycling a 75 gallon with the reef mature kit. I had very good success and stayed on track with what the parameters should be at. Until I got to day 10 where I was supposed to be testing 0 ammonia, 0 nitrite and 10 nitrates. I decided to follow what it said to do that day and added Nitro-BAC, batch start and no-pox even though i was still testing .25 ammonia and .50 nitrite. I then continued to day 11-13. And am still testing ammonia and nitrite both at .25 and my nitrates are at 40. Today I was supposed to add a herbivorous fish but have not due to the water conditions. Should I wait until ammonia test at 0 and nitrites at 0 also to continue onto day 14 which is to change 5% of the water and add a fish ( don't think I will be adding them now as my fish is in another display tank) or should I do the 5% water change maybe more to lower nitrates. Please help
