Any recommendations of camera, lens, and filters to take close ups of coral and flowers that will not kill the bank? I am not interested in using my phone anymore.

looking to buy new or used.

Olympus Tough camera. Used online for $100-$200.

Has a good macro ability and is 100% waterproof to about 35 feet.

Depends what quality and magnification you want. Lenses go pricey rather fast as quality goes higher.

I will give Adorama’s used equipment a good recommendation. I got my Canon 100mm macro used at a really good price, also bought my daughter a used Nikon there. They have a really good rating system on used gear. I use a Canon T6i with the EF 100mm f/2.8 IS lens. Was
Not cheap, but also not crazy. Used can be a good option.

You've done some research and I trust your input what about a 5-700$ budget. What would you prefer. Thanks :)
