Had a power outage and didn’t get a generator in time i think, i think i had a-lot of xenia die in the tank, should i remove it once i confirm its dead.

Yes - do the best that you can. Not sure of tank size, but it can make a bit of a mess of water parameters.

Is this dead

It is unhappy for sure. It may perk back up. It will shrink further and get slimy or disintegrate/dissolve if it is dead.
