I use the color changing resin from Bulk Reef supply. My question is when it is exhausted it turns brown, when I leaved out to dry, it turns blue again, does this mean it is recharged and can it be re-used.

mine turned brown when it was expired, regardless, i suspect the answer to your question is "no"
 
No. Color changing resins use a water soluble dye that rinses out as the resin depletes.
To recharge cation and anion resins you need both a caustic and an acid and its not worth playing with hazardous chemicals if you are not accustomed to doing so. You also can never recharge it to full strength at home since it requires heat too when done commercially. You also have to seperate the cation and anion resins since each is a different process. Sounds easy but its a PITA.
