Is this a new tank? That looks like the foam that comes from new live sand.

Often these aio units come with undersized pump. Assure nothing is blocking the pump intake . If not, pull pump out and run in a bucket of water and see how weak or strong the pump is running

Is that the heater you have hovering over the water?
it should be completely submerged.
